- Beginning with Lucky Luciano's repatriation from the United States to Italy in 1946 after ten years in gaol for his Mafia activities, Rosi, a master of noir docu-drama, constructs a mosaic of flashbacks and flashforwards which suggests that legal and illegal power go hand-in-hand. The U.S. government established the Mafia as a buffer against communism by collaborating with Mafiosi after the Sicily landings in 1943. The notorious Vito Genevese was aide and interpreter to the colonel in charge of the U.S. Occupation Forces. Evidence is sought by Charles Siragusa of the U.S. Narcotics Bureau (playing himself) which would prove Luciano's key role in the international drug trade. But Luciano, like Salvatore Guiliano in Rosi's earlier docu-drama, is an elusive shadowy figure
