Maroubra surfers are renowned for making their own rules in the water, and enforcing them, but a rival ocean sport has led Randwick council to step in and protect the protectors. After a summer monitoring the beach's usage the council has outlawed a wind powered version of surfing known as kiteboarding from the popular beach while lifeguards are on patrol. The measure was deemed necessary after a report from a commissioned legal team presented to councillors last month identified surfers as the beach goers most in danger from the alternative board sport
