- In the near future, 4% of the population is born with some kind of supernatural ability. Some can move objects by thought, some can control electricity and some can heal by touch. But instead of being billionaires or superheroes, these 'specials' are shunned by society and subjected to constant monitoring by a militarised police force, their robotic guardians and drones.
